A Salesman's top hat is registered with the Empire. This is one way the Empire regulates its Salesmen during door travel.
The top hat also serves as sort of a conduit allowing some Salesmen to more easily tap into the energy needed for door travel. However, a top hat is not necessarily to complete the act of door traveling.
Door traveling without an approved top hat violates Empire law.
